RTQ-NCG will arrange for Empty Shell drums to be picked up under the following conditions:
There are a minimum of 20 Drums.
The drums must be Shell drums embossed with a 'X' on the bottom
The drums are picked up in the green zone on the attached map.
If the emptier has drums located outside of the green zone, they can call RTQ-NCG and make arrangements to have their drums sent at the emptiers expense to the closest consolidation point. From there RTQ-NCG will at their expense forward the drums to the drum reconditioner.
Each drum must be properly emptied by the filler, so that it meets the emptiness definition required for regulatory compliance in Canada. All residues, that can be removed using the practices commonly employed to remove materials from drums, need to be removed. Drums that do not meet this empty requirement will be rejected and return to customer at their own cost.
Each drum must be free from outside product contamination.
The filling good must be specified with proper, legally conforming labeling. All original labels, markers, hazardous material classification, dangerous good specification etc. must be legible and not be removed. No other product residues than those stipulated on the label may be in a drum prepared for collection.
Original lids and closures need to be assembled, closed and still be functional.
Drums must be free from flammable liquids, solids or gases and must not contain toxic, carcinogenic, mutagenic, excessively hazardous or smelling filling goods.
Drums that contained any of such products need to be decontaminated and certified 'NEUTRALISED'. Drum that present hazards to the environment or the workforce will not be collected.
The drum must be in a reusable condition, neither be damaged nor in a state of advanced deterioration. The general condition must allow proper handling, storage and transportation.
Duties of the emptier:
The number of drums and the names of the products need to be communicated with each pickup request. Material Safety Data Sheets must be made available for the carrier and the recipient and be submitted on request.
